This Alliance for Excellent Education policy brief explains the process by which states, districts, and schools receive Title I funding, and discusses the low level of support that high schools receive from Title I. The brief also offers a state-by-state analysis of the number of high-poverty high schools that are not eligible for Title I, and recommendations for reauthorizing ESEA that support high schools using Title I.
