This framework created by the Division for Leadership Development at the Maryland State Department of Education, describes outcomes expected of Maryland principals as they provide instructional leadership for their schools. Outcomes focus on the content knowledge a principal need to be a school leader. The framework describes a practical measure for each outcome identified as a baseline of performance.
