Connecting Districts to the Policy Dialogue: A Review of Literature on the Relationship of Districts with States, Schools, and Communities

This report reviews the literature on the role of districts in supporting instructional improvement. The report examines state-district and state-school relationships and the limited body of literature on district-community relationships. The literature indicates that districts generally take an active role in the change process and can play an important role in the improvement of teaching and learning.
