The Challenge of On-Time Arrival: The Seven-Year Flight Paths of Baltimore’s Sixth Graders of 1999-2000

This report, published by the Baltimore Education Research Consortium, follows a cohort of sixth graders through their expected graduation year. The authors examine the effects of chronic absenteeism, mobility, and low academic achievement in middle school and finds that that they have significant effects on students’ graduation rates.
