Tennessee Governor Bill Haslam signed a memorandum of understanding with the president of Western Governors University, Robert Mendenhall, to create WGU Tennessee, which will be an online "competency-based" university. Haslam said that the university will provide a low-cost higher education option in Tennessee. Haslam's hope is that the university will assist in reaching the goal of increasing the number of people with a two-year degree or higher in Tennessee.
