This presentation to the Maryland Senate Education, Business and Administration Subcommittee and the House Education and Economic Development Subcommittee shows the steady decline in first-time full-time (“FT/FT”) college students as largely due to the rise of transfer students. A series of graphic exhibits illustrates data on transfer students, including rates of graduation, degree and credit transfers, as well as income statistics. The research presented supports state legislation to improve the success rates of transfer students at four-year institutions.

The U.S. Department of Education has released a blog, Progress: Teachers, Leaders and Students Transforming Education, which highlights promising practices, lessons learned, and resources related to implementing K-12 reforms. The blog was developed to provide educators, parents, leaders, and stakeholders with information on how state and local K-12 leaders across the country are implementing education reforms.
This policy brief provides an argument for the expansion of current dual enrollment programs--particularly those in CTE--and recommends four policy objectives that states should consider to ensure that dual enrollment programs are adequately implemented, maintained, and scaled up to meet student needs. The authors highlight increased graduation rates and post-secondary enrollment among dual enrollment CTE students as a key indicator of the value of these programs.
While the term “dual enrollment” may conjure up the image of high school overachievers taking academically-oriented college courses, state policies and data make it clear that this image doesn’t reflect the reality of hundreds of thousands of students enrolled in career and technical education (CTE) coursework for dual credit.
